I had a geography professor in college that said two things about KY and it's counties.
1) KY has the most counties per land mass, so the smallest average county size (per sq mile).
2) KY is the only state where most residents associate with their county rather than their nearest town/city, i.e. "where you from" "I'm from Allen county" and not "I'm from Scottsville". Don't know if KY is the only place, but interesting anyway

My experience with this is people will ask me where I'm from and I say the small towns name. They never heard of it. I say the county. They have no idea. I say the county seat and then most will get it. So jumping to the county first, just makes more sense.
No point telling people the name of an obscure town that no one out of this area has ever heard of.
I'm also betting that people from Lexington and Louisville don't say the county first for that same reason. Most people have heard of it.
My hypothesis would be, the smaller the town the more likely you're going to get the county first.

Used to be Christian county was wet and Bourbon county was dry , but I’m thinking Bourbon county voted to go go wet .Here is an interesting, if not bizarre, bit of Kentucky City-County trivia. Except for a few examples, like Harlan (Harlan), Shelbyville (Shelby), Owenton (Owen), Henderson (Henderson), Greenup (Greenup) and Pikeville (Pike), have you ever noticed how many cities are not located in their namesake counties ??
