The above bolded section is against the rules. Imagine that, uofl not playing by the rules in order to hide financial shenanigans.

Every taxpayer in the state should be screaming bloody murder over this. Its not like the state is flush with money, now we have to bail out the thieves & pimps on Floyd St?!

Exactly. It sounds like its another scam along the level of other ones they've pulled off. They got a balanced rate deal that was well above the allowable rate for legal services and then, surprise, surprise, the balanced rate was abandoned and they are paying rates that are WAY above the allowable rate of $150/hour I think.

They are more interested in beating the system, lining their pockets and getting away with it than doing their jobs without raping the taxpayer.

OT: Do they still teach "The Peter Principle" in college? (Observation that in an hierarchy people tend to rise to "their level of incompetence." )
And when a bunch of those Peter Principle people evolve in one place turn to RICO (Congressional act passed in 1970 that was established to increase civil penalties and criminal punishment for acts of organized crime by criminal organization such as the Mafia.) like activities?
