I haven't read this thread, but it's pretty difficult to develop much of a legacy in only one year and not even being a starter. If he wasn't from KY, his legacy wouldn't even be talked about. He had some good stats and won some personal awards, but it wasn't over the top and the team didn't have much success.
Think of this, Oscar won National Player of the Year, and pretty much nobody mentions his legacy.
I love Reed and loved Jeff. I wish we could have seen more of him, for sure. But fans have propped him up much higher than he deserves simply because he's from KY.
