He won't answer that except with a circular argument, because he's a dishonest POS. Just a day ago he was saying he was OK with eliminating waste and fraud. In fact, he was fully supportive of it. Now that a judge has ruled against them eliminating the fraud and therefore waste, he's not ok with eliminating fraud.
So he's ignoring the fact that the judge hasn't ruled whether the payments are fraudulent. The judge is simple granting an injunction to prevent stopping the payments. The judge is purposefully avoiding ruling on the payments themselves and therefore his decision is invalid.
The judicial branch cannot order a fraudulent payment to be made by the executive branch. It's not within their power to do so. Likewise they cannot prevent a stoppage of payment on a fraudulent disbursement within the executive branch. If the judge wants to rule on the payments, they should do so, as long as there isn't a conflict of interest for that judge, in which case they should recuse themselves altogether.
IF ANY JUDGE ruling on these fraudulent disbursements has an interest in these payments being fraudulently made, they cannot bring an impartial ruling on them. If these payments go to organizations or people with ties to people who appointed or supported the judge, the ruling should be thrown out and the judge removed and disbarred. That judge should have recused themselves.
This goes for anyone appointed by either party. If there is no such impartial judge, then the executive branch should manage and oversee their own agencies, as you would expect them to do without judicial interference.
