The theory that the helicopter pilot was looking at the plane that was taking off/just took off when he was talking with ATC doesn’t make any sense at all. Plane traffic was taking off to the north that night, a the helicopter was across from the very south end of the airport when it hit the plane. That plane that took off would have been a mile behind the helicopter and to his right. No chance the pilot got that confused with the incoming AA jet.

I saw a YouTube video with a pilot who thought that the chopper pilot was talking about the plane lined (for landing) up behind the plane that was hit. I guess the approach for that runway is where you have to take a rather sudden/late turn in order to line up with the runway. So this guy was saying that with the plane that was hit making/already made that turn that the lights of the next plane would have been the ones that the chopper saw.
Either way....doesn't explain why the helicopter was flying at a much higher altitude than it should have.

Family of third soldier killed requesting Army not release name
The family of the third solider killed in Wednesday's deadly midair collision near Ronald Reagan Washington National Airport is requesting their identity not be publicly released, the Army said Friday.The Army has named the other soliders killed in the collision. They were identified as Chief Warrant Officer 2 Andrew Loyd Eaves, 39, of Great Mills, Maryland.
His remains have not been recovered. Eaves served in the Navy from August 2007 to September 2017 before transitioning to a Black Hawk pilot for the Army in September 2017.
Also killed was Staff Sgt. Ryan Austin O’Hara, 28, of Lilburn, Georgia. He began serving as Black Hawk helicopter mechanic in July 2014.
