He can grant a pre-emptive pardon, that is actually legal, so far as we know. That pardons someone for anything they might or might not have done in the past; even if it hasn't been discovered yet. BUT, a condition of the pardon is that that person no longer has the right to plead the 5th or ignore a summons/subpoena. They are required to honor those, and answer questions truthfully, BECAUSE, the pardon will not cover perjury if they lie.

Well I think those trucks up there are likely city owned in places like Milwaukee or Minneapolis that I’m thinking of from experience seeing them. They may not even be collecting trash while they plow, they may just be pulling double duty and providing extra plow support because of their size and ability to push through extremes like that.That makes sense.
Edit to add: I doubt we get enough instances of this much snow for them to justify the expense.
The way they plowed, and piled up my street, I think it would be difficult for the garbage trucks to keep from pushing the snow in front of, or knocking over the "next" set of containers.
