Unless congress passes a law or the players form a union and agree to this, it’s illegal for the NCAA to do so.I still contend that the NCAA should only allow one immediate transfer over a college career. The mercenary thing is going to kill an already dying sport.

I might be wrong but I don't think that's exactly correct. Universities can still set standards for admittance, be it academic or whatever, to a degree. This might be where the ncaa can pump the brakes on wide open transferrance. Maybe not. I think the NIL thing simply allows players to earn money while playing for a university...that they meet qualifications to attend. Not every student and certainly not every athlete, meets every university's other standards.
