They have to build the new indoor track and field facility first. Last I saw, they were completing the demolition of the old baseball stadium to make room for it. Once they build the new track and field facility, they will do the updates to Nutter (at least the field part).

Yes. A quick search shows that May demolition completed everything within the past week, so site is ready to start the construction process.

They are taking out the entire track and surrounding area and doing wall to wall turf.
