Does anybody know why 2 of the 10 seeds play an extra game?

Would it not make more sense to make those 4 games all for the 4 #16 seeds?
They had it as 11s and 12s some years, but I’ve never seen 10s before that I can recall. It’s to drum up viewership for the play in games so there’s some recognizable names instead of poop state and north south Montana tech. I also don’t think it’s fair, although teams that play their way in tend to do well.
 
The 16s are for the low/mid majors.. where as the 11s (or 10s?) are generally more for power conference teams

Each grouping is kind of the last few in. Those 16s are the last few conference winners at small programs, and those 11s are the last few big conferences to get a bid. Notice how there's never a big conference team below the 12 seed line.

Play-ins have been 10 seeds before. Depending on the team and their NCAA criteria. SoS, Quad 1 games, road record etc.
