Actually, the phrase is "drawing a blank" . . . and another phrase is "He's shooting blanks."

Reminds me of people who say something has "played a factor." What nonsense. Something may "play a role" in this or that. Something may "be a factor" in somebody's decision to do this or that. But the phrase "played a factor" is a non sequitur.
