I think you're right that: wussing out on the huge UNC scandal cut their stones off. They claimed lack of jurisdiction or something but they didn't have that over the Penn State scandal.
Do a little research and you will see that the real issue with UNC's case was the NCAA had a history of looking the other way for this same type of infraction. Auburn and Michigan were also guilty of the doing the same and the NCAA also refused to sanctions those schools.

Some blame has to fall on Sankey too. He was associate SEC commissioner under Mike Slive and both both guys looked the other way while Auburn was let off the hook for their academic scandal. After all that, Sankey refused to excuse himself from the UNC case will being told it would be in his best interest to do so but his ego wouldn't allow it.
As far Kansas is concerned, I think we best we can hope for is the NCAA decides to strip them of a few wins because the days of slamming these schools for violations is a thing of the past.
