There's a thing called back door pilots. Basically they make an episode with new characters, never to be seen again on the show, with the sole purpose of that being the pilot of new show and get eyeballs on it.
And I always assumed that's what Mork was. An alien visits Milwaukee and uses their powers on the Fonz? But no, someone thought that was a perfectly decent episode idea. And then decided that was the the vehicle for Robin Williams on network TV after the fact.
