If Kentucky decided to stay on daylight savings time and didn't fall back it would create an entirely new time zone in the middle of the country an hour later than Eastern in the Winter. So never going to happen.
What they could do is move the entire state to Central Time during daylight savings and when the clocks don't change it would be Eastern Time during the Winter.

That s is 5 or 75 degrees longitude. Everything in Kentucky West of 82 and 1/2° should be in the central time zone. That's almost the entire State. This is easy to do if you follow the science. Instead we followed the economics.
