I don't remember on the replay, but just a sliver of the ball has to be above the rim, not the entire ball. If 1mm of the ball is above the rim it's goaltending.
When garrison got to it a sliver of the ball was above. But when it hit the glass it was almost off the bottom pad.

Excuse the double post but to make it easier to find. Here’s the excerpt so I guess it’s how they want to interpret. But logic says that if it hits the glass below the rim then it has to be on its upward trajectory OR it doesn’t have a chance of going in.

a. Goaltending occurs when a defensive player touches the ball during a fieldgoal try and each of the following conditions is met: (Exceptions: Rule 10-4.1.i)

  1. The ball is on its downward flight; and
  2. The ball is above the level of the ring and has the possibility, while in flight, of entering the basket and is not touching the cylinder. b. It is goaltending to touch the ball outside the cylinder during a free throw, regardless of whether the free throw is on its upward or downward flight. c. When the ball contacts the backboard and any part of the ball is above the rim during a field goal attempt, it is considered to be on its downward flight.In such a case, it is goaltending when the ball is touched by a player as long as it has a possibility of entering the basket

If it hits the backboard below the rim then it’s clearly either (A. Has no chance of going in) or (B. Still in upward flight)

I love this team and so happy for Williams. I was critical of him when he wasn't fighting for rebounds, but the last 2 games he has been fighting and playing his butt off.

Robinson has been making some nice plays tonight. Just wish we could stop them getting so many offensive rebounds.

I know there's more. But that's 4 plays worth maybe 8 to 10 points.

Officiating matters..

If we has those 8 to 10 points, this game is over... but TAM is still in this.

You misinterpreted your underlined part. Once the ball contacts the backboard, even if it's still on it's way up, it is then considered to be on its downward flight.
