Depends on who's desk it lands on, and who the offender is.
I would assume a pay for play situation. The school and coaches aren't allowed to peddle NIL as an inducement to play at the school. You hear UK coaches say they won't discuss specific NIL arrangements with recruits. If UT coaches are doing that, then it's a violation. NIL is supposed to be something that is between the players and businesses. The school cannot bring NIL agreements to potential recruits. I would guess it has something to do with that.
This will end up like Kansas - at worst they will have to take down a Final Four banner...Oh yeah. Never mind.
a couple of things that I have read in the past
the school is not supposed to offer the player NIL money, before commitment. That is "pay for play"
the money going to the kid needs a trail actually showing NIL... not just "pay for play"

Take the UNC route and offer other non athlete students NIL deals, problem solved.

NIL is pay for play. College sports don't exist anymore. It's just another professional league that can't even make their own payroll.
If the NCAA won't punish UNCHEATS or KanASS, they can pound sand. What cracks me up is how the NCAA acts like they have integrity.
There is no way to stop the "cheating" in NIL. States can write their own laws and all of this causes too many issues for NCAA and actually NCAA just trying to stay alive at this point.
