Honestly it would be a safer game if they only wore the 7 on 7 padded skull caps or boxing headgear and the lightly padded under armor for rib and thigh protection.
Sport science proved that pads actually amplify force delivered exponentially. There is also a psychological aspect when you don’t have a hard helmet and face mask on. It allows you to throw your body around violently. Its why there are less violent hits in rugby. Your body/mind has a natural instinct to protect itself.
You really want to fight the concussion and targeting issues…take the pads and helmets off.
