Question about the Referee and the no huddle offense

I noticed during the game Sat. and at other points in the past that the Umpire/Ref. will sometimes get in between the center and QB and hold up plays while other times he doesnt. Whats the dif? Why sometimes and sometimes not? I wish he would have done it all day for UK v Ole Miss….lol….Anybody know whats the deciding factor? TIA BBN.
 
If the offense subs in a player he stands over the ball until the defense has a chance to sub in players and match personnel. If the offense doesn't sub, he sets the ball and gets out if the way.

Player substitution by the offense has to give time for the defense to substitution
