Doesn't all penalties occur before the whistle? Why would ref blow the whistle if no penalty

The ref blows the whistle to call a player down. This penalty happened after that whistle was blown.

No, not all penalties happen before penalty. If you watch football games I know you have see guys push shove or worse getting up for a tackle, not even sure this is a real question. The whistle ends the play, nothing to do with a penalty.

My point is
