Piling On

Years ago a fairly common penalty call was for "piling on". Once a player with the ball was down, if he was then further pounced on by a defender it called for a penalty. I watch about all the football I can on all the various TV channels and I notice that it's a very common practice for big 300+lb players, as well as others, to slam down hard on tackled ball carriers well after they are down. Even spiking on occasion. No calls!

Several rule changes have been made over the years in an effort to make the game safer as athletes keep getting bigger, faster and stronger. But this piling on rule obviously no longer applies. And it seems to be very dangerous. Makes no sense to me.

Anybody know how the ruling reads, if there is such a rule at all, or the history of this enforcement, or lack of same, over the years?
