Not necessarily. The WR that ended up at Troy was on the roster last year all through the season but was not on campus.

Usually they will put every frosh on the "roster" and assign a number if they meet entrance qualifications to enroll. Jones probably was enrolled in summer school before the legal issues forced him to stay home.
