Net Rankings - Houston vs Kentucky

I don't understand how Net Rankings work. Houston is #3 sitting 0-3 vs Quad 1, while Kentucky is #13 sitting 6-3. When including Quad 2, Houston is 5-3 while Kentucky is 6-3. Both are undefeated beyond Quad 2. Anybody know how this works?
