Sorry, but this is how EVERY business works. NO ONE pays their bills on time and the payee's know this. Why would you not take advantage of that and keep hold of the money as long as possible. Tom is doing nothing new and is actually being smart with the universities funds. It looks like he is the only one over at the university that has been able to handle money properly.
