but there needs to be some leeway given to the DB’s on these under thrown balls. A lot of the PI penalties on these balls are virtually unavoidable.

There is a consideration written into call PI, but it's up to the ref, like determining if it was uncatchable or soemthing. You know what happens when you leave it up to the refs.
Those rules are purposefully written that way. Television wants more scoring, more scoring equals more excitement , which equals more viewers. And the NFL rules are worse
Told my family the same thing when that happened. I feel like the offense should be punished for severely off target passes like that rather than getting a free 1st down from it. You can’t expect the defense not to make any contact when the receiver tries to come straight through them back to those underthrown balls.
