Harbaugh advocating for revenue sharing would be like me calling a press conference in a field to argue that a new road should be built when there are road graders and asphalt pavers already in the process of building one.
He’s out there saying this because the schools know that this is likely coming, and he wants to get early credit with recruits.
In case folks haven’t been paying attention, California already has a law requiring revenue sharing in the works. There’s also another antitrust lawsuit (House v NCAA) where athletes are arguing that they are entitled to a cut of the TV money because the broadcasts make use of their name, image and likeness. House is expected to go to trial next year.
Unless Congress bails the NCAA/schools out with new legislation, revenue sharing is likely coming and the schools know this.
