Get rid of free throws.

NCAA should just get rid of free throws. Keep the fouls but just have teams take the ball out of bounds. Game would go by quicker and officials couldn't artificially sway the game by giving teams free points.

Make a free throw worth 2 points if it's from 2 and 3 points if it's from 3. That would make it faster as well. If the shot is made and the foul occurs, it's a chance at a bonus point.
