No sir you are ,a kicker can be hit if he can be considered a runner, if you actually WATCH the play he didn't start his kicking motion until the defensive player had launched at him, there w as s every indication that he was a runner at that point as he had taken 3 steps forward when the defender launched at him. It was a judgement call be the official, the wrong one IMO but as I said before I will take it

He was inside the tackle box thus makes him a punter and can't be roughed.

No he was not. The punt wasn’t tipped and he was still in the tackle box attempting a punt. It doesn’t matter how many yards behind the LOS he was. You can’t just tackle the punter.
