I think they actually got it fairly close to right. Mistakenly (according to them) announced RTP & targeting when they meant to just call targeting. Got reviewed, targeting overruled, and they called incomplete pass (which it was because Bama QB wasn't down). If they missed a call.....maybe intentional grounding.

The same ref that threw the flag missed a holding call in the endzone on that play which occurred before the RTP flag was thrown which also should have been a safety.
