Most blatant targeting of all time?

They need to have the rules guy they bring on explain what the defender should have done to not get the penalty. I get the intent of the rule but I see so many called where it was only targeting because the guys head was attached to his neck.
Not defending this one. That guy should never be allowed on a football field again.

I've heard announcers say on numerous occasions: "That's textbook targeting" only to have the ruling be not targeting. It's a crap shoot.
So the announcers know more than the review team?
