Could be wrong, but seems like Ming is making a better effort at keeping some of the states talent at home.
 
Frankly, 86 is pretty ordinary. Key will be his control FB and command of secondary pitches.

I mean, he is class of 2024, so I am not even sure he's pitched in high school yet. So, he might only be 14 or 15 years old. A lot of growing up to do and can put a lot more velocity on that fastball by the time he ever gets to UK.

FWIW, I had more than one scout tell me the velocity a guy has at 16 is pretty much what he'll have at 18. It's not always a given velocity increases with age. Obviously there are exceptions but, as it turned out, that was pretty much true.

I imagine he'll be closer to 92-94 by the time he gets to UK. I would think 86 even before you play a freshman baseball game is pretty impressive. Still, you are correct that location and secondary pitches will make or break him, and almost any pitcher.
