The bigger problem is that it was a returned interception and the guy with the ball was out ahead of him. It wasn't even a block, it was just him diving at someone's knees.

He wasn’t trying to block, Bengals had the ball. Certainly wasn’t trying to tackle. Only explanation was it was a dirty play

He knew it would be coming back. The bad thing is the refs blew the play like 10 seconds before that. It was technically an incomplete pass/intentional grounding.
