Hows does the portal effect the number of players that can be signed in a class? Are they included in that number?

No limits any longer.
As long as a school stays at 85 or under total, they can sign as many in a class as they want.
And in extreme cases, a school or two have recruited no freshman, relying entirely upon the portal. I think a school could bring in 85 in one year.
I am not a big fan of the new transfer rules or the NIL but if that is the world you live in you better learn to play the game and well.
Like it or not it's now a huge part of the game. More and more schools will wind up ultimately with as many portal transfers as high school recruits many have predicted.
