Rule/Official Question re UF Game

For the past several years, I have seen the officials over the ball when then offense substitutes, giving the Defense time to react, substitute, and get into position.

At the UK/UF game, I never saw an official over the ball, at best they would be somewhere behind the LOS. And many times they had backed off as defensive players were actually running on the field.

The crew looked like a 3rd tier one to me.

What is the rule?

Saw ref stand over ball at least once. But there's no need to if O isn't at line to snap & D isn't ready to play.

And ref only stands over ball if O substitutes. D has last right to react to O changes. If O doesn't sub, D subs at their own risk.
