Retiring a jersey number

Heres my question. Does other schools that retire a players jersey, retire the number for good? I know with us, players can still wear the number of a retired players jersey. If other schools don't follow suit, why are we different? I'm just curious, is it because we've had so many great players? I Tried to look it up about other schools with no luck. I know our fans know a lot, especially about other teams.
 
Coach Rupp retired the jerseys and numbers of the Fabulous 5..Then when some were involved in the point shaving scandal ..he unretired them..After that UK would only retire jerseys and not numbers..If we retired numbers we would run out of numbers..It's ben that way since Coach Rupp..never changed.
 
I assume a big part of it is there aren't that many numbers available in college basketball (no digits allowed greater than 5). If Kentucky retired all the numbers hanging in the rafters, there'd be no numbers left for the current team.
