In order to get an official visit under-way, transcripts and SAT/ACT scores must be submitted to the school (UK), and then forwarded by the compliance department on to the NCAA.
Once that gets finished and everything checks out, THEN Kentucky can approve the visit.
For an official visit, Kentucky can't so much as purchase him a pair of headphones for his flight until this happens, much less book him a ticket and a hotel room.
They might be saying that they are "waiting around on UK to confirm".
But there is a pretty good chance that maybe Alkins and Co. were late to submit the required documents, so it has put Kentucky behind as well.
