Question about transfers

Obviously players can transfer yearly without any issue now. What made that happen? Did the NCAA decide to do it or did the courts mandate it? Is it now possible to put any restrictions on players transferring? It would seem that after a player transfers, he should be required to stay at least two years at the school he chose to transfer to - an exception would be if both the player and the school agreed to a transfer. If not let the player sit out one year in that case - seems like it is fair and keeps players more focused on their on team rather than continously looking over the fence for greener grass. Another cavaet is that a player could leave if his NIL was reduced by more than say 10% from year to another. Just trying to get a handle on this and come up with some ideas to keep rosters a little more intact in the future than it appears to be currently.
