Procedural Question on NCAA and FBI allegations

I understand that due to the age of recruits & privacy issues the NCAA doesn't name student rule violators by name when charging schools with violations. I assume this is also the reason that the players were unnamed by the FBI.

But why weren't the coaches, schools and shoe company reps named? I can't think of a logical reason they couldn't be named.
 
Simple answer is because they don't have to and didn't feel the need to. Who knows why... Maybe they felt like naming them would hurt a continuing investigation.
