These charges would be against McGee and Powell and others similarly situated, which to my mind, had the grand jury indicted, would have deflected liability from the institutions to some degree, unless there was some compelling showing that institutional authorities were encouraging the criminal conduct.
I wonder in circumstances like this if the prosecutor didn't actually want an indictment. Hell,the book contained enough info to indict Powell and McGee,if the NCAA gathered any information at all they found enough for an indictment and the Grand Jury could have subpoenaed both,a sitting Grand Jury is one of the most powerful bodies in the legal system,most Grand Jury members don't know that and the C/A doesn't want them to find out.That's the key.
