I think it all boils down to the lack of good OL play again. If Stoops had the Jimmy's and Joe's on the OL it would change our position on the season, but we don't. I do think OL recruiting has been weaker as a strategy because he gets 5.5 ranked players and develops them, but sometimes they just never get there. Got to focus more on 5.7 guys and above. What's the use of having a 5.9 WR if the QB has no time to get it out?
So yes, recruiting is Stoops problem, he needs to fix it. The QB's have not played great, but damn, that pressure is on them fast. It's like a rock-paper-scissors game on pass decisions just because of the time aloud.
To be clear, my issue with Stoops is more on OL recruiting and less on coaching.
