Up +44 percent from 2016 when games on TBS.

Well this is only because the Semi-Final games were on TBS last year. CBS is a lot easier for viewers to find and in a lot more households...and is cord cutting proof.

I guarantee it is way down from the 2015 final 4 with Duke/Sparty/UK/Wisconsin

This year you had two close games. Last year both were blowouts, including Nova's 44 point win. That more than anything else explains the ratings.

Big name teams play a part for sure. Plus, historic story in 2015 UK. The ratings for Duke/UK (if it had happened) in 2015 would have never been broken IMO.

I understand that, but I cut the cord 2 years ago this month and still am able to get TBS along with CBS. It's been great and I don't understand why more people don't do it.

You make that assumption based on you thinking everyone is as technologically inclined as you are and know their options. People can get CBS FOR FREE with an antenna. Local stations have almost 100% availability. Casual viewers are not going to just pay for TBS if they won't use it long term, hence CBS is free any time and is not as affected by cord cutting.
