has offered Maker, and is actively recruiting him anymore? According to Rivals he does not have a Kentucky offer. Also, has Maker set a date to announce anything as of now? I am just wondering if I should attempt to get excited about this guy or is this thing over with.

If I were him, I would be all over Maker right now, some say they dont want him just for a half of a season, which I find absurd. That "half" of the season includes March and April, good months for quality depth on your front line, something we will not have unless we get him.
Maker has a confirmed offer, per Ben Roberts. Cal was in Canada in late April to see Maker and Jamal Murray. No reason to assume he's not recruiting Maker anymore I know of.
If both Maker and Wynard join the team second semester, that would change the whole dynamic of this team.
