Can someone explain to All of Us?

When a player declares for the NBA draft with the possibility of returning to college to get an NBA Evaluation, who is doing the evaluating? Individual Teams? Scouts? Is it an organized process? Are multiple people doing the evaluations? Or is it just word of mouth from NBA individuals? Does anyone know or have been part of the process?
