He has already entered the portal, If he wanted to choose another school all he would do is notify UK and they would allow it. This isn't the early 2000's where signing a NLI means something.If anyone really knows what "portal closed" means, here is a good place to post that. In another thread there is a link to a site that says "portal closed" only means you have to tell someone you are leaving to enter it.
