Technically but it’s up to the ncaa, state and the player to police it. Since Arizona can’t be involved directly. The player or sponsor doesn’t have to report earnings etc. so no proof the staff or administrators at Arizona knew anything. Really WVU is getting punished by just being collateral damage.
