Yes.

A step (or a little more) slower than Boom or Higgs, but cutting to make use of blockers is quick and instinctive.

But his physic is thick and tougher than typical speed guys. He likes running between the tackles.

Imo it's a massively underappreciated part of what stoops does for UK. Not only has he drastically increased the talent on and off the field, but he has a great track record of that talent also being quality people.
