They're all correct. In fact it's happening already. Medicare and especially Medicaid reimburse at much lower rates. Lower rates equal lower profits. Lower profits mean less facilities and less motivation to go to medical school.
That's why all rural clinics and primary care facilities are almost all mid-level providers with one DR used as mandatory oversight (who never actually sees anyone).
